MKULTRA Subproject 54

MEMORANDUM FOR: THE RECORD

January 1956

  1. The purpose of Subproject 54 is to continue work on the mechanism of brain concussion. Mr. REDACTED has recently completd a prelimnary study under a REDACTED contract.

  2. The scope of the research program will be to pursue studies on the resonance-cavitation theory of brain concussion using a fluid filled glass simulated skull. In addition to the above, extensive cadaver impoact experiments will be carried out for possible correlation with the above theory. For a more detailed explanation of the scope of the program see the attached proposal.

  3. The cost of this program is to be $60,000 for a period of one year starting 1 Februrary 1956. To this sum must be added $2,4000 representing a four percent service charge to the REDACTED. Therefore, the total cost will not exceed $62,400. Charges should be made against Allotmeent 6-2502-10-001.

  4. The REDACTED has requested the REDACTED to submit to it a summary account of monies received from the REDACTED.

  5. Upon terminiation of the project or withdrawl of financial support by the sponsor, disposal of permanent equipment shall follow the schedule (Para. a-e) under “Proposed Budget”, set forth in the attached proposla.

  6. It was mutually agreed that documentation and accounting for travel expenses which are reimbursable by the REDACTED shall conform with the accepted practices of that corporation.

  7. Mr. REDACTED agreed to comply with the requirements of the Memorandum of Agreement.

Project MKULTRA, Extension of Subproject 34

1 October 1954

  1. The purpose of this subproject is to support the activities of Mr. REDACTED in the general area of the application the magician’s art to covert activities.

  2. Previous activites with Mr. REDACTED have been under Subprojects 4, 15 and 19. Under Subproject 4, he prepared a manual on the use of the magician’s techniques in the covery delivery of various materials. Under Subproject 19, he wrote two additional chapters for this manual. Under Subproject 15 he accomplished additional tasks and travel.

  3. Subproject 34 will invole (1) the preparation by Mr. REDACTED of certain items to illustrate techiques describe in the manual prepared by Mr. REDACTED and Mr. REDACTED. REDACTED assitance in the preparation of diagram and photographs for the manual, (2) travel and renumeration for Mr. REDACTED related to assistance with Project REDACTED, which invloves the design of devices for the covert delivery of materials, and (3) such other travel and services as may be desired from Mr. REDACTED at various times.

  4. This project is being set up for a period of one year. The estimated cost is $1,800.00

  1. The purpose of this subproject is to continue to make available the services of Mr. REDACTED. These services concern the application of the magician’s techniques to clandestine operations. Such techniques include the surreptitious delivery of materials, deceptive moments and actions to cover normally prohibited activities. In addition to these services, Mr. REDACTED will continue to be a consultant for the development of various forms of disguise and covery signalling systems.

  2. The cost of this program is estimated to be $1500.00 for a period of one year. Charges should be made against Allotment 7-2502-10-001.

  3. Mr. REDACTED will submit invoices for reimbursement of his services. It is expected that his services will not exceed $200.00 per week; however, it is possible that unusual circumstance might arise wherein this sum could be exceeded.

15 November 1957

  1. Subproject 34 is hereby extended for a period of one year and aditional $2500.00 from MKULTRA funds are alloted for the continuation of Subproject 34.

  2. The purpose of this subproject is to support the activities of Mr. REDACTED in the general area of the application the magician’s art to covert activities. This will include written papers and reports as well as assistance, training and travel.

  3. Payment is made as work is accomplished, at the rate of $200.00 per equivalent of a five day week. Charges should be made against alottment 8-2502-10-001.
